Résumé

Human resources areclassified as the primary concern of the contemporary world as it is the most important element of development. Countries of the world gather together in information society world summits, to focus efforts on comprehensive and ambitious programs for human resources development based on established scientific foundations. The emergence and development of the patterns of administrative work, which is represented in e-management and its efficient role in developing work skills and performance, is the most important outcome of modern technologies, as it is considered as
an effective means to form human capital. This made many countries shift to develop human resources through e-management in its institutions. As it becomes necessary not just to acquire this technology as a means of building the capacity of humans only, but also to deal with it as a valuable means in itself. The development and improvement of human resources needs an increase in the skills, energies and information of members of the institution. Thus, to achieve the efficient use of available human capital, and create new human capital to contribute in the development of the institution.
