
The study sought to test the role of alignment between intellectual capital and management information systems and its impact on organizational excellence by conducting an analytical study of the opinions of a sample of workers in the Iraqi Ministry of Planning. A model was built that depicts the relationships and impact between the three variables of the study, the independent ones represented by the dimensions of intellectual capital, the intermediary, administrative information systems, and the dependent ones, which include organizational excellence. Based on the problem of the study and its hypothetical model, a number of main hypotheses were formulated As for the field aspect of the study, it was based on the questionnaire form as the main tool for collecting data in order to benefit from it in testing the validity of hypotheses. In the same context, many statistical methods were used, relying on the two programs (SPSS V.26) (AMOS-23) to obtain more accurate and reliable results. Regarding the results of those hypotheses. (335) questionnaire forms were distributed to a number of individuals working and representing administrative leaders in the researched company, and (329) questionnaire forms were retrieved from them, all of which were valid for statistical analysis. The results of the analysis of the influence relationships between the study’s variables at the macro and micro levels revealed that there is a state of homogeneity and coupling between the dimensions of intellectual capital, management information systems, and organizational excellence among all members of the study in the ministry sample of the study. The researcher suggested holding annual calendar conferences in the ministry under study to discuss the ministry’s progress in the extent of the success of programs for developing intellectual capital, administrative information systems, and organizational excellence and the extent to which they achieved their goals during the past year and the work plan for the coming year, and that these conferences be unified at the country level to discuss and exchange opinions, expertise, and scientific experiments. The administrative and organizational aspects of the organizations in this sector interact with each other and propose policies, treatments, and necessary means to solve the problems and crises they encounter in this vital field (human resources management).
