Résumé
University educational institutions are one of the most important institutions that provide direct services to students across the country, so these services must be developed through display and accessibility and this can only be achieved through the use of modern and advanced technology and integrated into the administrative system of the university. Aims to explore the reasons and constraints that may prevent the implementation of E-management instead of the traditional management of university educational institutions and highlight the importance of e-management methods. This study is important through its contribution to the development of performance in public higher education institutions and transfer from traditional management to electronic management, through the use of information technology in the administrative work and leave the traditional documents, to reduce the prevailing administrative corruption in these institutions, and identified the University of Sabratha as a case study By taking a random sample of the directors of departments, centers, offices and employees working in the general administration of the university. The study uses the descriptive analytical method because of its relevance to this type of research, by collecting data using the questionnaire as the main tool of the study, and then analyzing and extracting the results from it. The current study recommends the use of electronic management at the University and leave the traditional management method as soon as possible to develop the higher education sector and reduce losses in time and money .
