
The paper aimed to identify the strategic leadership practices in the directorates of the training complex affiliated with the Iraqi Ministry of Interior and their impact on improving crisis management in the presence of human resources capabilities. The study problem was identified in the lack of interest shown by the directorates of the training complex in modern administrative concepts and methods that focus on possessing strategic leaderships capable of reaching the goals in the right way, in addition to the limited projects aimed at enhancing the capabilities of human resources in the directorates of the training complex, which will thus be reflected in the level of their management in crises. They appeared far from adopting scientific models that enable them to identify the elements and dimensions that achieve excellence. As for the study community, it consisted of (220) directors of the directorates of the training complex affiliated with the Iraqi Ministry of Interior, and (18) were excluded from them that were not suitable for analysis, so that the number became (202) questionnaires. The most important result of which was that the directorates of the training complex affiliated with the Iraqi Ministry of Interior showed a trend towards strengthening strategic leadership by relying on strategic thinking and emphasizing the strategic personality as a tributary that improves the level of strategic leadership, in addition to the reliance of the directorates of the training complex on creating strategic knowledge to improve the capabilities of human resources, and the interest of the directorates of the complex in crisis management through follow-up and focusing on its internal operations as a result of its continuous work in establishing activities that serve its interests, and its keenness on measurement and analysis in achieving crisis management. The study recommends is the need for the directorates of the training complex affiliated with the Ministry of Interior to pay attention to crisis management, by adopting human resources capabilities and their dimensions (knowledge, skill, attitudes, and practice), adopting the creation of knowledge, enhancing skill, developing attitudes, developing the practice of human resources capabilities and their internal processes, and employing them to improve measurement and analysis.
