
This study aimed to define the concept and objectives of quality control and assurance, and building the model envisaged for them. Then the five phases of the Pearson and Mitroff crisis management model. Introducing control concepts and quality assurance, and building the new model envisaged for it. To achieve these objectives, the office method was used to describe the problem under study. A set of results were reached which can be summarized as follows : the quality control function works to track deviations wherever they are and try to correct them efficiently, they can be clearly seen and utilized after the crisis (Management Reaction). In contrast, the function of quality assurance prevents the deviation before they occur from the original, they can be clearly seen and utilized before the crisis (Management by Initiative). The inspection and quality control function is also an essential tool for the quality assurance function. There is also an urgent need for an information – feedback system at the sub-systems level of the organization's overall production system, which can be clearly seen and utilized in both quality control and assurance systems (Effective Management).
